Please help. ATT won't let me cancel family plan

Hi, I'm the account owner of a family plan, which I have been sharing with 3 other people. I canceled my account on September, but one of the person on my account called AT&T saying he wants to keep it. AT&T reactivated and charged me for that line without my consent, so I ended up paying 2 months extra. That guy hasn't been paying his share of the phone bill, which is why I want to cancel this account. I kept calling AT&T, but they argued that if anyone on the plan wants to keep the line, AT&T can't terminate the account. This is ridiculous because the SSN & credit card number are all mine. What should I do?
