For best phone for browsing the internet would be on a pocketPC phones like 8125, 8525 or the tilt. Blackberry is good and all but the network speed is slow. You're stuck on a EDGE network unless you're using Verizon or Sprint. CDMA BBs are on EVDO network so the speed is much faster than ATT. The 8525 and the Tilt are on AT&T's 3G network. With pocketPC running WindowsMobile 6 Pro you also get a 2.8" touch screen. You can also run multiple browsers. There are OperaMini4, Opera Mobile, MiniMo, PocketIE and many more. Opera Mini on PPC is amazing but for true desk top browsing experience, Opera Mobile 8.65 is hard to beat. If I had to download anything while browsing the internet, I use Opera Mobile if PocketIE is problem downloading.
As for dumbphones, Opera Mini is still the best out there for Java capable phones.
